About the Project
The City of Bonita Springs contractor, Quality Enterprises USA, Inc., begins work on a stormwater improvements project that will enhance drainage in the area. The project includes upgrading the existing stormwater pipes and constructing two stormwater retention ponds. As part of this project, the Bonita Springs Utilities Department will also relocate water and sewer lines. The project is expected to be complete in fall 2027.
Most of the work will be done during daytime hours, but there may be some nighttime/overnight work. Prior to the start of construction, crews will install construction signs and silt fence for erosion control. You may hear typical construction noise in the area. For safety, all construction equipment is required to use backup warning beepers.
This project will be constructed in the following tentative phases, subject to change based on field conditions.
- Phase 1 – Quinn Street
- Phase 2 – Dean Street
- Phase 3 – McKenna Avenue
- Phase 4 – Saunders Avenue
- Phase 5 – Pawley Avenue
- Phase 6 – Chapman Avenue
- Phase 7 – Tangerine Drive
- Phase 8 – Orange Blossom Drive
- Phase 9 – Lime Street

WHAT TO EXPECT DURING CONSTRUCTION
Right-of-way (ROW)
Before construction begins, survey crews will mark the City’s right-of-way (ROW). Look for wooden stakes with colored flags or orange spray paint. These markings can help you identify if any personal items such as lighting, irrigation, landscaping, or decorative features are located within the ROW. Please do not attempt to remove the stakes or markings. The planned improvements will require removal of personal property items in the ROW. Mailboxes may be temporarily relocated during construction and will be reinstalled during restoration of your street. Other personal items in the ROW such as trees, bushes, some monument mailboxes, and decorative items may be removed by the contractor and will not be reinstalled. The contractor will contact you if it’s determined that you have items in the ROW that have to be permanently removed.
Detours/Driveways
During construction, the contractor will inform motorists of upcoming traffic shifts and possible detours using detour signs. There may be intermittent lane closures with flagmen guiding motorists.
Use of your driveway and side streets may be interrupted for short periods of time. Residents will be notified prior to work occurring at your driveway and detours will be provided for side street closures.
Planned Water Shut Offs
Water shut offs are expected as a part of this project. Immediately following the water shut off, you will be required to boil your water until bacteriological tests have been taken and cleared. This boil water period usually lasts three to five days. You will receive a written notice of planned water shut offs via flyer, and another flyer once the boil water notice has been rescinded and the water is safe to drink. You may want to keep bottled water on hand in case of an emergency water line break. Residents along and near the project should also plan for unexpected water shut offs. Every effort will be made to keep this time to a minimum.
Access for Services
The project team is coordinating with emergency and municipal services, LeeTran and Lee County School Transportation. During construction, the City’s contractor will maintain public services such as mail delivery, garbage/recycle and bus services. Sheriff/Fire and Emergency Medical Services (EMS) will be notified of road closures and water shut offs. If there is someone in your home or at your business who requires special needs transportation services, please contact the City’s public information consultant, CMA Outreach, Inc. at (239) 337-1071, or email [email protected].

Outfall Pipe Removal
The Naples Beach Stormwater Outfall Project is removing all eight (8) city stormwater outfall pipes from the Naples beaches that currently discharge stormwater into the Gulf of Mexico as directed by the Florida Department of Environmental Protection (FDEP). These improvements are designed to increase the level of service from a 5-year storm event to a 25-year storm event. The project area consists of the Gulf Shore Boulevard (GSB) right-of-way (ROW) between Oleander Drive and just south of 2nd Avenue South along Gulf Shore Boulevard.
The Naples Beach Stormwater Outfall Project cost is $86 million. The State of Florida is providing $40 million for this project through Legislative Appropriations.
